Sandra is a Certified Accountant and has a degree in Accounting and Financial Management from the University of Essex in the UK. She received her professional designation from the Association of Chartered Certified Accountants (ACCA) and is a Practising Member of the Institute of Chartered Accountants of the Eastern Caribbean (ICAEC).
Sandra is a Chartered Director, having obtained the Chartered Director (C.Dir.) designation from The Caribbean Governance Training Institute in April 2016.
Sandra is an entrepreneurial financial strategist…she knows strategy and she knows business. “Sandra will create different strategies for your business and various revenue streams, so that you can make more money in your business.” says one of her clients.
Sandra is a Certified Business Coach, a Certified Guerrilla Marketing Advisor, a Certified LivePlan Expert Advisor and a Profit First Certified Professional. This means she and her team can guide CEO’s and Entrepreneurs to catapult their businesses to the highest levels of profitability.
Sandra founded the Antigua and Barbuda Association of Small Business Owners to provide education and support to both aspiring and existing small business owners.
Sandra is a member of the Antigua and Barbuda Chamber of Commerce and was the Chamber’s representative on the Antigua and Barbuda National Student Loan Fund for a number of years.

Merika Samuel adds strong administrative skills to our team, with over 27 years of experience. As Executive Assistant to the CEO, she is well versed in Human Resource and Operations support.
Ms Samuel is certified in Supervisory Management and has worked alongside Directors and CEO’s in a variety of industries such as Yachting, Graphics, Event Management, Tourism, Sports & Accounting.
Merika serves our clientele with a firm dedication, organized and proactive approach to their needs.
Senior Auditor
Fiona St. Louis
Mrs. Fiona St. Louis is an experienced auditor and accountant, having worked at one of the Big 6 firms.
She has over 20 years’ experience in accounting, auditing and bookkeeping. Fiona has joined PACCS’ Inc. as our Senior Auditor providing expert and in-depth external auditing for our valued clientele.

Eletha Rose
Ms. Eletha Rose is a highly skilled and analytical finance professional with a Master’s degree in Finance Advance Courses, a Bachelor’s degree in Economics and a Certificate in Industrial & Social Studies.
Eletha possesses a proven track record in financial accounting and external auditing, with significant exposure to various entities including hotels, airports, supermarkets, banks, and real estate firms.
Ms. Rose brings specialized experience in operations and finance within the government sector and over 14 years of management accounting experience, navigating the financial landscapes of construction, wholesale/retail, and rentals & repairs industries.
Additionally, she brings 12 years of valuable experience in marketing research and internal audit.
Eletha has joined PACCS as the Senior Accountant and Business Consultant.

Jermile Andrew, B.Sc.
Jermile Andrew has a Bachelors of Science Degree in Marketing and a Diploma in Hotel and Restaurant Management.
She has been in the Customer Service and Management arena for over 20 years. She is currently pursuing a Masters of Business Administration and provides branding and marketing to our firm.
Junior Associate
Xavier Warner
Xavier Warner has an Associates degree and is currently pursuing a Bachelors degree in Management, with a focus on Entrepreneurship.
Mr. Warner was a Top 100 Student of the 2016 Grade 6 Assessment, and he received a Certificate of National Recognition for the 2021 CSEC exams.
